Some ballasts contain PCB, a substance regulated by EPA, and are regulated for disposal. Another harmful chemical DEHP was used in the production lighting ballasts until 1985. DEHP is a listed hazardous substance regulated under CERCLA (Superfund.) This means if generators landfill DEHP containng products and the site requires cleanup the generator will be held liable for all or part of the clean up cost.

Ballast Recycling/Incineration - At LEI, Inc., we believe this is the best option because the harmful substance in the ballast (located in the small capacitor and potting material) is incinerated and the reminaing metals are cleaned and recycled preserving natural resources and lowering disposal costs.
Whole Ballast Incineration - This process wholly incinerates the ballast by a permitted TSCA incinerator. The metals are not reclaimed. This is a safe option but is more costly. This disposal is required for leaking ballasts.
TSCA Landfill - This option does protect the environment to a certain extent but the generator still has potential environmental liability. This option is not preferable for companies who are concerned about long-tem environmental risk.
